I'm not sure why neocities.org is almost never mentioned in reviews of cheap or free web hosting services. I've used them for over two years and they've been fantastic. No ads or banners, easy interface, zero down time that I've seen, and a very active community. My domain is with GoDaddy and is forwarded to a free neocities host. Zero issues--definitely worth checking out.
